Senior Manager, Program Planning and Evaluation

THE ROLE

Under the direction of the Associate Director Strategic Planning and Performance, you get to support large enterprise-wide and divisional strategic initiatives. You will be primarily responsible for ensuring alignment between the strategic direction of CFMWS and that of Personnel Support Programs (PSP) division. More specifically, you will study and understand the strategic direction of CFMWS and then research, plan, and support the development and implementation of PSP strategic direction and strategic priorities. Tightly linked to the strategic plan, you will lead, develop, and implement the performance measurement framework for PSP. You will demonstrate return on investment through annual and quarterly reporting, aligned and integrated with the enterprise framework. You will leverage data to inform future priority efforts impacting the health and wellness of the Canadian Armed Forces and the broader community.

QUALIFICATIONS NEEDED

Education, Certifications and Licenses

Bachelor’s degree in Business Administration, Performance Measurement, or a related field, AND several years of experience in program planning, performance measurement and reporting

Experience

In strategic and operational planning

In designing, developing and implementing performance measurement frameworks

In providing advice, support and solutions at the strategic level

In synthesizing qualitative and quantitative findings, drawing conclusions on practice and policy implications

In project management

In researching, developing, drafting, and implementing policies and procedures

In the analysis of data

In developing, monitoring, adjusting, and evaluating performance measurement

In developing, producing, and presenting performance measurement materials and reports

In data governance and quality assurance

In budget administration

Competencies, Skills and Abilities

Client focus, organizational knowledge, communication, innovation, teamwork and leadership.

LANGUAGE REQUIREMENTS

English or French Essential, Bilingual an asset

Reading: Advanced Level

Writing: Functional Level

Oral: Advanced Level

OTHER INFORMATION

This position has an assigned location and may allow flexible work options such as remote or hybrid work but the employee must be able to report to the assigned work location at their own cost if required. Remote work may be required depending on health and safety considerations.
